offer was the city-wide network for all of the voluntary, community and faith organisations in sheffield （the vcf sector） and existed to support vcf organisations and networks to work in partnership and strategically influence the creation of successful, inclusive communities in sheffield.
however due to the sheffield city council's decision not to prioritise funding for offer's work beyond march 2010, offer has now ceased trading.
